Manuscript Withdrawal Policy – Before Online Publication

Authors are permitted to withdraw their manuscript during the peer-review process or prior to final payment, provided that the Editor-in-Chief is notified in writing immediately.

A withdrawal penalty typically ranging from 100% to 200% of the peer-review fee (set at 300 Libyan Dinars) shall apply, amounting to 300–600 Libyan Dinars, to compensate for administrative and review-related efforts.


Manuscript Withdrawal Policy – After Online Publication

Published articles are not removed entirely from the journal website.
In cases of confirmed serious error or ethical misconduct, one of the following actions will be taken:

  • Retraction, accompanied by a clear public notice.

  • Correction, if the issue does not invalidate the core findings.

An additional fee of no less than 300 Libyan Dinars may be charged to cover retraction or correction procedures, and the article may be labeled “Retracted” in indexing databases.


Precautions and Potential Penalties

Authors are strongly advised to review the journal’s policies in advance to avoid penalties. Repeated withdrawals may result in temporary or permanent submission bans.

Possible penalties include:

  • 300 Libyan Dinars for withdrawal before publication.

  • 600 Libyan Dinars for withdrawal after acceptance or publication (double the review fee).

  • Loss of publication rights in severe cases.


COPE Guidelines on Manuscript Withdrawal

According to the Committee on Publication Ethics (COPE):

  • Before peer review: Withdrawal is generally allowed without penalty, provided a written request with justification is submitted.

  • During peer review: Discouraged out of respect for reviewers’ time, but acceptable in compelling cases such as ethical concerns.

  • After acceptance or publication: Considered unethical except in exceptional circumstances; correction or formal retraction is preferred, and journals may impose fees or notify relevant parties.

Authors should use an official withdrawal request form and consult COPE guidelines in case of disputes.
