Publication Rules

Researchers must submit their original papers without violating copyright regulations and according to the specified publication template. They are fully responsible for any legal issues or claims related to copyright or intellectual property that may arise, and the journal bears no responsibility in this regard.

Authors’ names must be listed in order of contribution, with the first author being the one who contributed the most to the research.

If the research is funded by any institution, this must be clearly stated in the paper.

Submitted papers must not have been published elsewhere and must not be under review by another journal simultaneously.

Papers previously presented at conferences may be accepted if the journal version includes at least 30% new material.

Authors must adhere to publication ethics. Any case of plagiarism or fraud will be treated as a scientific offense, resulting in rejection of the paper and possible permanent ban from future submissions. The journal reserves the right to notify relevant academic and editorial authorities of such misconduct.

Publication Priority

Priority for publication is given to papers received first and revised according to reviewers’ comments. The journal also considers diversity among fields and authors, and priority is given to topics of local or urgent significance.

The editorial board may issue special or supplementary issues if submissions accumulate or to cover specific themes or scientific events.

If two papers by the same author(s) are accepted, one will appear in the next issue and the other in a subsequent one, at the discretion of the editorial board.

All published research becomes the property of the journal. Authors may quote from their papers provided the source is cited, but republication in another refereed journal is prohibited.

Submission and Selection

Researchers may submit their papers to the editorial board via the designated email address. An initial screening ensures compliance with journal requirements, after which the paper is sent to at least three anonymous reviewers. Upon acceptance, authors must resubmit according to the final approved format and reviewers’ comments.

Rejection Criteria

  • No new contribution to the field.
  • Fundamental conceptual or methodological errors.
  • Plagiarism or copyright infringement.
  • Excessive linguistic or typographical errors.
  • One or more authors refusing publication even after acceptance.
  • Paper outside the scope of the journal.
  • Duplicate submission or simultaneous review in another journal.

Reviewers

The editorial board maintains a database of reviewers. Papers are sent anonymously to qualified reviewers, who must:

  • Review the paper confidentially and not share or use its content before publication.
  • Decline review if the paper is outside their field of expertise.
  • Verify the language, structure, figures, equations, and references.
  • Submit a detailed report with one of the following recommendations: Accept, Accept with minor revisions, Major revisions, or Reject (with justification).
  • The editorial board may reject a reviewer’s report if it lacks sufficient reasoning.
  • Peer review should be completed within the designated period, with possible extensions upon request.
