The research identifies security risks ,  government instability ,  and policy uncertainty as the primary causes of delays ,  with projects experiencing an average delay of 18 .7 weeks   ( 47 % of planned duration )  and 27 .5 % cost overruns . Statistical analysis reveals a strong correlation   (r  =  0 .72 )  between political instability and project delays ,  with regression models showing political factors account for 59 % of delay variance . The study finds public infrastructure projects most vulnerable, suffering 22 .4 -week delays on average.
